When a customer places a second order before you ship the first, you pay to ship twice. ShipRules finds fully paid, unfulfilled orders from the same customer to the same address within a time window you set, and merges them into one order: the extra items move over at no charge, the duplicate order is cancelled and its shipping refunded.
